“Already up to date” but behavior feels old: confirm you’re launching the shortcut you just installed, not a leftover portable folder. With duplicate copies, trust the build that actually started last.

Bar frozen near the end: check free disk (leave several times the package size), other installers locking the folder, and sync clients that hold files open.
